Trees and asphalt

Allow me to start with the obligatory apology for not writing more frequently. I’m busy.

This story in the NewsLeader caught my attention, though, because it demonstrates a failure at many levels. That we would cut down mature trees in our City to make it easier for a few cars to move a few hundred metres to the next traffic constriction is an example of a planning process gone wrong.

Where to begin?

The City has recently outlined its consultations on an Urban Forest Management Strategy. At the open house last month at Century House (about 300m from where these trees are slated to be removed), staff and consultants talked about how important a healthy tree inventory is to our City – providing shade to reduce energy costs, evapotranspiration to reduce utility costs and improve rainwater quality, noise baffling, light pollution reduction, critical habitat for pollinators and songbirds, etc. etc. At the same time, the city’s tree inventory is being reduced at a faster rate than population growth, and although our current inventory (as percentage of land cover) is similar o other cities in the region, it lags far behind the North American average and the level identified as desirable to receive all of the benefits that healthy urban forest can provide.

We don’t yet know where the Urban Forest Management Strategy is going yet, but the goal is pretty clear: lets stop cutting down mature tress for bad reasons, so when we have to cut them down for good reasons, it has less impact, and we don’t have to spend so much replacing them.

The story above is an example of cutting down mature trees for bad reasons.

The first-level reason for removing the trees sounds OK – they want to make a bus stop more accessible and functional. I’m all for it, accessibility at that stop is really important, as it is commonly used by seniors to access the nearby Century House and the Massey Theatre, and by students accessing the High School. Constant improvement of our sustainable transportation network is something I have been calling for in my many years on the Advisory Committee for transit, Bicycles and Pedestrians.

However, improving the accessibility of this stop does not require the removal of any trees. What does require the removal of the trees is protecting two parking spots and creating the illusion of “getting cars moving”.

Allow me to explain.

The current bus stop is at a spot on 8th Avenue where there is only one east-bound lane, the rest of the road width being eaten up by a westbound lane and a south-turning left turn bay.

 One allegation made by the City’s transportation department is that the bus here “holds cars up” and creates congestion, so they want to remove the greenspace of the boulevard to make a “bus stop lane”. This is absurd for two reasons. That bus stop is currently used by the 128 and the C4. The 128 is normally a 30-minute service, but bumps up to 20 minutes during rush hour. The C4 is a half-hour service. That means up to 5 times an hour, for 20 seconds, a bus blocks the lane. A lane that has a stop light that is red for half of every minute 24 hours a day, all day. Today I dropped by the site and noted th 128 was 300 metres east of the bus stop – stopped by the line of cars waiting to get through the light at 6th. Removing the busses completely on this route will do absolutely nothing to reduce the congestion on 8th in the afternoon rush (the only time it is congested in any meaningful way).

I need to be clear here: they don’t want to remove the trees and green space to accommodate the bus, they want to do it to accommodate the cars allegedly “congested” by the bus – to get the bus out of the cars’ way. As a reason to remove healthy mature trees, this argument is silly.

The suggested (and blithely discounted) option is to move the bus stop 100m to the east, where the road expands out to 2 lanes.

No-one is saying so, but it is clear that the reason this is being discounted is the need to remove two on-street parking spots. The idea that this spot being 100 m further east will “provide incentive to jaywalk” is ridiculous, as there are bus stops across the City that are located 100m from an intersection, and the City is already resistant to calls from the Students at NWSS for a mid-block crosswalk on 8th Ave to alleviate sidewalk congestion on 8th and stop jaywalking. The loss of parking spots is most likely why they can state “We don’t have consensus in the building”. So to reiterate: we are talking about removing greenspace and trees to accommodate occasional parking needs, not to accommodate a bus.

In summary, the thinking by the City is wrong here, and this is why we need an Urban Forest Management Strategy, and why we need to change our planning of roadspace to reflect the priorities set by the new Master Transportation Plan.

There are often good reasons to remove trees, but none can be found here. Instead, we are given a series of bad planning compromises and post-hoc rationalization that results in the removal of perfectly healthy mature trees. And all the benefits of a healthy tree canopy that were discussed in the Open House? They sound exactly like what Ms. Broad is describing she and her neighbours receive from these trees. The ones the City would not allow them to cut down two years ago.

Disappointing, not surprising.

The announcement that Fraser Surrey Docks had been approved to ship crappy thermal coal from the Powder River Basin through the Fraser River was not really a surprise, but it was disappointing. During these long drawn out policy discussions, it became clear then very few people in British Columbia agreed with the plan. Every single Municipality that responded to the project, from the US Border to the Fraser River to Texada Island, was against it. Every First Nation that expressed an opinion was against it. Academics, economists, even our regional health officials; people were lining up to raise concerns about this project. This is one of those rare occasions where James Crosty and I agreed on something*. How did it get approved?

Someone suggested that this project “fell through the cracks” between Federal and Provincial Environmental Assessment legislation and the other checks that might have allowed meaningful public input. That is not true. There was no “falling” involved. It was instead jammed firmly into a huge crack that was ripped into the legislation meant to protect our fisheries, our air quality, and our climate in such a way that no amount of public outcry could close the crack again. This was not a mistake or an oversight on the part of the Federal Government- this was part of the plan.

This is also an example of why the public no longer trusts public consultations. Unlike recent consultations by TransLink over the Pattullo Bridge, the Port’s consultations were not meaningfully reported out. They admitted that had received feedback from thousands of people, but they won’t admit that vast majority of that feedback was in the form of opposition to the project for a variety of reasons. Yet somehow the project was approved after these “consultations”. Why even bother asking?

Coincidentally (except it probably isn’t a coincidence), there was other coal news this week, likely just as important, but with much less fanfare here in BC. Turns out yet another proposal to build a coal terminal in the Pacific Northwest to move Powder River Basin thermal coal to jurisdictions where it is still legal to burn it has been rejected by state legislators, after significant political pressure from local Tribal groups, fishers, environmentalists, and community persons who are starting to feel the ethical debate around Climate Change. This brings to a half dozen the number of terminal proposals rejected or indefinitely delayed in the last few years in the Pacific Coast, none of them in Canada.

This is, of course, putting pressure on American coal producers, and is creating some interesting adaptations. For example, American coal industry giant Cloud Peak Energy just last week signed an agreement with the Canadian coal producer Coal Valley Resources, where Cloud Peak pays their Canadian competitor $37 Million to ship the Canadian product north through Prince Rupert. This would free up space at Westshore terminals at Port Metro Vancouver’s Roberts Bank terminal that was allocated for the Canadian coal, so Cloud Peak’s dirty Powder River Basin coal can be shipped through Canada. No Environmental Assessment needed.

It was only a few days ago that the New Westminster Environmental Partners had Kevin Washbrook from Voters Taking Action on Climate Change give an inspiring talk at the stunning Aboriginal Gathering Place at Douglas College. He spoke eloquently about climate change as a moral imperative. The message was clear: Climate change is happening right now, we are causing it, and the results are unpredictable, but almost certainly dire. The more detailed message was about “now” means we keep blowing past the worst predictions of the rate of change we while governments blithely let pass their own commitments to act; how “we” is the richest nations on earth, with Canada and Australia embarrassingly leading the charge; and how the most dire consequences are already being felt in the poorest nations that cannot afford to adapt, and had virtually nothing to do with creating the problem.

But that wasn’t all that took place, because we had a group of a few dozen people who discussed the problem, and talked about the solutions they can see, some in the far distance, some accessible right now, some we are already well into adopting. There was talk of hope: not the type of hope where you sit and wish something would happen, but the kind of hope that if you and everyone around you gets to work, it is inevitable that it will happen.

At this point, with global CO2 blowing through the 350ppm, then 400ppm barriers, the idea that we can limit climate change to a planet-altering 2 degree Celsius warming has gone away; at this point we need to stop much worse levels of warming. No-one is suggesting we can fix the problem anymore, we are now working on how to limit the problem so the impacts are manageable by the next and not catastrophic.

It is late, but not too late. The challenge is real, but it is doable. And British Columbia is one of the most important fronts in this battle. British Columbia is choosing (and yes, it is a choice among many other possible paths) to become a conduit for the acceleration of carbon into the atmosphere. We are seeing pipelines, coal ports, and massive increases in natural gas extraction: all with the intent of making burning carbon for all of our energy needs more affordable through lax regulation and unaccounted environmental impacts so that the practical and reasonable alternatives that exist will not be exploited. For a shitty few jobs (and yes, the Carbon Economy in British Columbia is less that 3% of our GDP, and accounts for less than 1% of our employment) we are helping a few profiteers rake in cash by making the world a less safe, less stable, less liveable place for the next generation.

We need better leaders. We need more accountable Governments. We need a vision to stop destroying the future and start building it.

*James and I have some fundamental differences about the reasons for opposing this proposal, and I took a bit of a humourous dig at his comments in an earlier version of this footnote. In hindsight, it was an unnecessary and not very nice, so I retract. 

Truck Routes – Disappointing, not surprising.

I suppose the refusal by TransLink to remove various New Westminster streets from the designated truck route network is not surprising, but the wholesale dismissal of the concerns with a paucity of supporting arguments is definitely a disappointment. I hope this is not the end of this discussion, but the beginning of a conversation about the specific routes, and just a small setback to eventual progress*.

I don’t think anyone really thought Royal Ave would be removed from the designated routes at this time, not at least until there is a significant change in how the Pattullo Bridge connects on the north side of the River. However, there is no reason for keeping East Columbia through the Sapperton business area as a truck route, and a re-evaluation of the East 8th Ave connections are definitely in order.

Part of the frustration is the TransLink news release itself. Apparently released to a few news outlets, there is nothing on the TransLink media page, and the reasoning behind the decision is not made clear. The City of New Westminster provided rationale, alternate routing proposals, and justifications, and TransLink essentially said “no” without addressing the specific points.

Of course, they “took feedback from… Port Metro Vancouver, BC Trucking Association, and the Greater Vancouver Gateway Council” – that last agency essentially being the marriage of Port Metro Vancouver and the BC Trucking Association. It is unclear of they consulted with any of the residents being impacted by these trucks, by the PACs of the impacted schools, or by the businesses in Sapperton or elsewhere in the City that are meant to be serviced by these trucks. Nor are they reporting out on the feedback they received.

They basically asked kids if they want ice cream or Brussels sprouts, and got the predictable answer.

On the positive side, there is language in the news story about working with the impacted neighbourhoods to find solutions, so let’s hope this dismissing the proposed solution out of hand doesn’t set the City back too far, and we can start an expanded conversation about accommodating goods movement while protecting the livability of our City.

“No” isn’t an answer I want from any level of Government. I would rather hear: “That solution doesn’t work, but lets find one that does”.

There is an ongoing Facebook conversation about this topic in the Group “Rattled About Traffic In New West” with a variety of voices piping in, some more rational than others. The voice I find most interesting is that of Dave Tate, who is both a trucker, and cognizant of the impacts truckers have on neighbourhoods. He has been promoting the idea that a weight restriction on the Pattullo would increase safety, prolong the life of the bridge, and would remove much of the heaviest cohort of the truck traffic from Royal- those triple-axle container trucks that are typically the ones that rattle and bang down Royal, have the biggest impact on road wear and traffic, are typically the worst performers in the random roadside safety inspections, and are most likely to be using the Pattullo as the “toll free alternative” between two points that could easily be connected by an alternate route.

It is good to hear from a balanced group of people on this issue, as it is refreshing compared to the comments one might hear on the AM radio call-in shows. Yes, I’m looking at you Simi Sara.

If you listen to CKNW and (I cannot believe I am suggesting this) listen to the comments, you hear little but ill-informed people complaining that New Westminster is a progress-hating problem child, and has always been. There are a few major themes that are constantly repeated, so I thought I would touch on them as a point of retort:

“If New West keeps putting up barriers, I will avoid it, and will not shop there!”
If a significant proportion of the several hundred thousand cars that pass through New Westminster every day actually stopped to shop here, this would indeed be a strong argument to use, but unfortunately, this is just not the case. In actuality, it is the massive number of through-commuters and heavy truck traffic that makes it harder for people from around the region (and our own residents!) to access our business storefronts. It also makes our retail areas less attractive to spend time wandering around in. Removing trucks from East Columbia would improve, not worsen, conditions for businesses in Sapperton.

Admittedly, New West does have a resounding number of Save-on-Foods outlets, but I doubt they require the 3,500 trucks a day crossing the Pattullo, with similar numbers coming in from Brunette and across the Queensborough to keep the lettuce shelves stocked. Besides, these truck route changes would not impact at all local delivery or pick-up of goods, because trucks are permitted on non-truck-route roads when actually having business on that road.These closures would only effect through-traffic trucks with no business in New Westminster, the ones that we just spent $5 Billion on new bridges and highways to accommodate.

Problem is, there is no perimeter, unless you define perimeter as “where someone else lives”. The roads at the perimeter of our City run right through the heart (and other vital organs) of our community, and right past people’s homes. 10th Ave is residential west of Kingsway, and residential and way too steep for trucks east of McBride. 8th Ave is residential most of it’s length. Columbia is both residential and home to a lot of ground-based retail, and is the heart of two of our most historic neighbourhoods. One can argue Brunette is a perimeter, but it only connects to non-perimeter roads to the west. Front Street cuts through our resurgent waterfront area – downtown will only succeed if Front Street succeeds as human space that connects downtown to the River. McBride, Royal, 12th Street, 8th Street – these are urban streets in the middle of bustling neighbourhoods surrounded with parks, residences, and commercial districts. Where is this mythical “perimeter” where you want to put all the trucks?

The short answer to the rhetorical question: fewer than any neighbouring community. New Westminstergenerates fewer car trips per capita than any Municipality in Metro Vancouver excepting Vancouverproper. Our “alternative mode share” (people who use their feet or transit for their daily commute instead of their car) is the second highest in the region. If the Northeast Sector (~82% of trips in a car) and South of Fraser region (~82% of trips by car) [data available here] had New Westminster’s mode share (~65% of trips by car) or took steps towards reaching the goal New Westminster is reaching for in the new Master Transportation Plan (~50% of trips by car), that would be a huge step towards addressing the traffic problems in New West, and a huge step forward for the region and the Province.

  

This all brings me to the real point here: New Westminster is not the selfish, parochial, progress-impeding “speed bump” in the regional transportation system and we need desperately to get past that narrative. New Westminster is a leader in moving towards meeting its regional commitments to a more sustainable transportation network. It has lead by building a more compact City, investing in mixed-use developments near transit hubs, but taking a SkyTrain station that Coquitlam refused, and by holding the line on mega-freeway development while suggesting increased transit investment might be preferable if the region hopes to meet its Sustainable Region goals. New Westminster has been demonstrating transportation leadership, both in words and in action, and we should not be shy talking about it.

*Since someone asked:  Progress, by my definition, is moving towards an efficient transportation system that serves the community, not a community that serves the least efficient transportation systems. “Building more lanes” has not represented progress in traffic management circles since the late 1970s; where providing affordable, efficient alternatives is how the 21st Century sees progress in Transportation planning.

On Enbridge, and editorial failures.

I haven’t said much about the Enbridge Northern Gateway Pipeline semi-announcement. Frankly, there have been too many column inches wasted on this story already, as the project is a non-starter. After all is said and done, the millions of dollars wasted by Enbridge and our Federal Government to promote an ecologically and economically indefensible project will be just one of the sad legacies of the Harper years.

So this post isn’t about Enbridge, it is about another monumental failure: this “Editorial” in one of the local Post Media Serious Newspapers of Note (which itself has become the AM Sport Radio of Print Journalism). There is so much wrong in this very short 250 words that it needs to be addressed line-by-line:

“Setting aside, for the moment, the tremendous economic opportunities and wealth creation that resource extraction has always meant to B.C. and this country…”

Point 1: We cannot simply set aside the economic opportunities of the Northern Gateway, or other resource extraction activities in BC, because that is what this entire issue is about. From the start, the people up and down the coast of BC have been critical of this project specifically because of the risk it poses to their economic reality and the threat it poses to the very resources that their economy relies on, while providing almost no offsetting economic benefits to the communities most at risk.

Point 2: By lumping in an oil pipeline in with “resource extraction” is to be disingenuous to the real concerns here. Yes, BC and Canada were built on resource extraction: furs, mines, forests, fish, and energy. But not all resources are the same, and they do not contribute equally. Some are renewable, some are not. Some we extract high value with value-added industries, some we don’t. Some we balance against significant environmental harm, some we do not. By any measure, an oil pipeline transporting diluted bitumen for immediate export through our parks, watersheds, forests, shorelines and seas provides the least extracted value from a non-renewable resource with virtually no value added, few jobs, and a potentially huge environmental impact. When compared to Canada’s largest-value of exports (automobiles and machinery) Oil and all hydrocarbons pale in comparison, both in the GDP contribution to our economy, to the amount of trade dollars, and in the amount of employment income derived by the industries.

“Resource Extraction” built Canada, but manufacturing and services are our future.

“…when it comes to the Northern Gateway pipeline Canadians had better start asking themselves a very fundamental question: Are we going to be a nation of citizens who respect the rule of law, due process and democratic governance or are we going to descend into anarchy and mob rule?”

Wow. I mean f***ing wow (sorry Mom). The false dichotomy and broad-brush idiocy of this statement is one thing, but it’s the inherent hubris that makes me want to swear. To be lectured by cheerleaders of this project about “due process” and the “rule of law” when the proponents had many of the laws that would have provided said due process stripped away, when the persons employed by the Government to provide the scientific basis for that process have been fired or silenced, when the scientific community comes out with a comprehensive list of the ways the process was not based on scientific review of its own criteria, is, I think, a little offensive to those who believe in democratic governance and science-based policy to be accused of being an anarchist mob.

To suggest that people in a democracy, standing up for injustice, speaking their minds, providing opinion, ideas, and (yes) criticism of the government is akin to “mob rule” or “anarchy” sounds like the hyperbole of a totalitarian state – or just the regular missives of a Petro-State, I suppose.

“The decision by the Harper government Tuesday to approve the pipeline — critical to unleashing vast wealth for Canada by allowing Alberta oil to be delivered safely to world markets — has been met by predictable opposition.”

The parts on the outside of the dashes read like a reasonable comment, and are about the only truthful part of this entire editorial. The part in the middle is just more Petro-State approved gibberish. Because it paints over the reasons the opposition exists. Some suggest this pipeline is not “critical” to the ongoing development of the Bitumen Sands, it only serves to accelerate their development and make the entire operation less sustainable. Some further suggest too much of the “vast wealth” is currently going to multi-national corporations and state-owned oil companies from Norway to Malaysia, and not to the people of Canada who own the resource being rapidly depleted and exported. Mostly, people are concerned that this project will not in fact get the product “safely to markets”, but will spread a little too much of it around valuable natural resource territories, and on lands never ceded by the aboriginal inhabitants.

“In a democracy, this is healthy. But the too-common rhetoric from some quarters of taking direct action against the decision of a democratically elected government is appalling, especially after years of public process into the merits of the project and the imposition of 209 conditions to ensure the environment is as protected as is possible.”

Read that again. A major newspaper is suggesting that the Majority of Canadians who didn’t vote for the Conservatives, or even those who are part of the plurality who voted for someone other than them, you should just shut the hell up and take whatever you are given. You may say the process never demonstrated the merits, and are not assured the conditions are sufficient or will be met, but it is “appalling” that you would question a duly elected government.

“Critics talk of the need for “social licence” for projects like the pipeline, a new term created by people who can’t win elections, but think they have some right to run the country. They don’t.”

Since I am one of the majority who did not Vote for Harper’s band of thieves, perhaps I should defer to their greatest shadow-organizers, the Fraser Institute on the topic of “Social License”. You see, according to the oft-quoted free-market “dink-tank”, that term was not a term “created by people who can’t win elections”, it was invented by a successful Canadian Mining Executive, and it is described very well in this Fraser Institute article under their ”MiningFacts.org.” astroturf organization:

Allow me to quote extensively: “[social license to operate (SLO)]…is an essential part of operating within democratic jurisdictions, as without sufficient popular support it is unlikely that agencies from elected governments will willingly grant operational permits or licenses. The SLO can be revoked and it should never be taken for granted. The Social License to Operate refers to the acceptance within local communities of both mining companies and their projects. Social acceptance is granted by all stakeholders that are or can be affected by mining projects (e.g. local communities, indigenous people) and other groups of interests (e.g. local governments, NGOs). The SLO does not refer to a formal agreement or document but to the real or current credibility, reliability, and acceptance of mining companies and projects. The SLO is granted by stakeholders based on the credibility of a mining company and the type of relationship that companies develop with the communities. Stakeholders tend to grant an SLO when they feel that their values and those of the company are aligned.”

Typical Fraser Institute radical lefties. I wonder how Enbridge is doing on that Social Licence thing?

“Opponents will take heart from the demonstration in Vancouver that occurred Tuesday or from petitions with several thousand names criticizing the pipeline’s approval. But they need to remember that most British Columbians who support projects like the pipeline aren’t generally available mid-afternoon to express it. They’re working, but they do vote.”

What a load of bullshit. The Province was there, and should know that protest was held, and reached it peak, on a Friday evening – the largest numbers appeared well after the close of business Friday – and I know several people who went down there AFTER WORK to assure their voices were heard. And these people vote. And the unemployed and underemployed vote.

The best part of about that protest was the numbers that showed up after work on a Friday of a sunny weekend on very short notice – there were more people at that protest than there are jobs promised the people of BC for the entire Northern Gateway Project. To me, that is a sign of a healthy democracy, and the Province’s Editorial board is a demonstration of a failure of journalism in that democracy. Not because I disagree with them, and not just because of the specific problems above, but because of what their approach is to the entire topic, in light of the role of journalism in a functioning democracy.

What does it mean when the “Fourth Estate”- they who are meant to hold Government and Corporate feet to the fire and assure that oversight was provided outside of government in the service of the people – read too much from the government play sheet? Read this opinion piece above, and ask yourself who is being protected, and from whom? Here we have the media telling people who do not agree with the current federal government and the few corporate interests that are proposing this project not that they are wrong; not that they are factually incorrect; not that their concerns are misplaced; but to SHUT UP, YOU LOSERS!

Of course, we can’t be sure it is their editorial position at all. Considering the history of PostMedia newspapers selling advertising space to Enbridge proponents while making them look like editorials.

I used to think the dead-tree large corporate media were no longer relevant to our democracy, now I am starting to suspect they are actively trying to undermine it.

The Mayors have a Plan

The Mayors of the region have done what no-one (and I include the Minister of Transportation in this group) thought they could: they came to a consensus around a 10+ year transportation plan. For a moment in time Thursday morning, people around the region started to dream about a rational transportation future… then the Minister reminded us that he wasn’t interested in solving the transportation problem, he wanted to perpetuate the contrived impasse. Alas…

First the good news: the plan looks good. The major components show a significant amount of compromise by many of the Mayors, as a few big dreams have been scaled back somewhat. However the route charted is clear: Rapid transit in the form of underground Skytrain on the Broadway corridor and two light rail lines in Surrey. A whole swack of B-line routes for everyone else. Investment in the SeaBus, a few shekels tossed to pedestrian and cycling infrastructure, and yes- a tolled 4-lane Pattullo Bridge.

Surrey LRT: Three lines total, 104 Ave and King George Boulevard running within 7 years, and the Fraser Highway line in service by year 12.

Broadway Corridor: Continuation of the Millennium Line to Arbutus within 10 years.

Skytrain: improvements to the system to increase frequency of Skytrain by 2016.

Burnaby Mountain Gondola: They are calling it a “connection” to avoid discussing technology, but the business case for the gondola is solid: it can move many more people for much less money with much more reliability than buses. There is no timeline provided for this investment.

SeaBus: An increase in SeaBus service by 50% will bring it close to a “Frequent Transit Service” standard, meaning waits for the next SeaBus will be reduced to the point where “Over Town” commuters don’t have the schedule your life around catching the next boat.

Pattullo Replacement: A tolled, 4-lane Pattullo is now the plan – although no date is provided for completion. The bridge will be “expandable” to 6 lanes, so the devil will clearly be in the details (for those who remember the Alex Fraser was built with two “spare” lanes that were opened about a year after opening). The language sounds to me like they are NOT trying to sneak in a 6-lane bridge:

“This possible expansion may be considered if need arises, if demand increases beyond forecasts and/or the surrounding network changes. Future consideration of expansion would require all-party agreement and Mayors’ Council approval.”

I read from that that New Westminster, being one of the parties, would need to agree, and with the toll in place, the odds of demand requiring more lanes any time soon are pretty small. I call this a win for the “Reasonable Approach” work that New Westminster Council has been doing for the last year. This was the part of the Mayor’s Plan I was most concerned about before it was unveiled, and I’m glad to see it is something I can vote for as part of the greater plan.

Roads: “…having benefited from many decades of high and consistent investment… no major road capacity increases are needed” -BOOM!

Pedestrians and Cycling: The Mayors support and call upon TransLink to strengthen the regional cycling network, and to invest in making the pedestrian connections to transit stronger. There are few specifics here, but the next time you hear about the great Bicycle Conspiracy/Agenda, note that only 3% of TransLink’s current budget will go to all of the cycling, pedestrian , road and bridge maintenance (yes, even truck and car roads), and the plan will bring that proportion up to… 3% (which is an increase, as it will be the same percentage of a slightly larger budget).

B-lines: 11 New B-line bus routes. These almost-express buses bridge the gap between light rail and old-style buses, by being frequent enough with limited stops to get a lot of people across medium-distances fairly efficiently. The advantages are that 200km of these lines can be installed with very little capital investment on the part of TransLink, but their effectiveness is tied to their being as fast as, or faster than, a car on the same route, which requires the individual Cities investing in supporting infrastructure (priority lanes, queue-jumper lights, etc.). More devil-in-detail stuff here.

Buses: More and newer buses will mean a better quality of service, and lower operating costs. The plan includes more than half a million more service hours per year, between the B-lines, peak load service, and off-peak service. This would support getting more people to the “core services” of rapid transit which will increase revenue. The plan proposes that by 2030, more than 60% of front doors in Greater Vancouver will be within walking distance of the Frequent Transit Network (the service that is frequent and reliable enough that you don’t need a schedule to depend on it, you can just walk to the stop and a bus will arrive within a few minutes). That gives pretty much the entire region a level of service approaching Burnaby levels, if not quite New Westminster levels. This is good, and will provide huge revenue increases through tickets.

There is a bunch of other stuff in there about transportation demand management, better integrated information and payment systems, upgrading the Goods Movement system, etc. This is a 45-page document full of good details; a well-referenced and integrated Regional Transportation Plan. It is simply amazing that TransLink and the Mayors were able to put it together so quickly, and find enough consensus on it to get it (almost) unanimously passed.

Reading it through, you can see how this happened. Overall, there are signs of compromise – a little of everything, not too much of any one thing – note the SkyTrain to UBC is not included, and the LRT access for Surrey is coming online slower than ideal. Make no mistake: this is actually a very modest plan compared to what our region should build if we want to be “world class”… but at least we are, for the first time in almost a decade, moving forward instead of backwards.

Well, we were, until Minister Stone killed it shortly after birth. This, once again, confuses exactly what his goal is. The Minister told the mayors to make a plan, they did it. He told them to set up a payment plan, and that (this is the important part) the populace would be able to vote on whether that plan was acceptable. No money unless the people agree. That was the deal.

Of course, he didn’t really want the people to vote, he wanted the Mayors to be forced to supplicate themselves in front of the public asking for more money…ideally during local elections. The tax plan the Mayor’s have proposed has suggested a re-jig of the Carbon Tax, which puts a load on general revenue , which the people are apparently not allowed to vote on.

This type of cynical politicking is why we can’t have nice things.

The hanging question, after a year of this discussion, is this: What is the BC Liberal Plan? So far they have offered nothing- no vision, no funding, no ideas, not even any creative criticism – they just say “No”. Leadership is not asking other people to come to you with proposals, then responding by saying “I think not, try again”. It is instead about finding the way to say “yes” to a better future – something the herd-of-cats Mayors’ Council have been able to do, but Todd Stone simply cannot abide.

Put this lack of leadership in contrast with Kathleen Wynne’s bold leadership on sustainable transportation in Ontario. Both of these unexpectedly-re-elected premiers call themselves “Liberals”, but they clearly have very different visions of what liberalism is, and different views of leadership.

Reflective Clothing and Infrastructure

Twitter is a pretty cool communications tool. One person can link many others to common information, ideas can be debated 140 characters at a time, and you can immediately link to a larger “community” based not on your geographic location, but your common interests.

The format also allows you to take quick jabs at cultural norms – some of them that need constant jabbing.

One example is the ongoing discussion about how the RCMP and other Law Enforcement message active transportation in the world of motordom. I could list endless examples, from “crackdowns” on helmetless cyclists on protected bike paths, the use of euphemisms like “accident involving a pedestrian”, or the constant messaging that everyone needs to be vigilant around traffic, because one of these cars (never “drivers”) could kill you. Somehow, surrounding pedestrians and cyclists are held more responsible for the operation of the 3,000-lb steel box than the person inside the steel box. The pervasive message is that the safest place to be is inside a car (despite a huge body of evidence that inside a car is the most dangerous place most people in North America ever spend time!)

There have been a couple of “incidents involving cyclists” in Burnaby of late, including one that did not involve a car, but rather infrastructure installed to reduce car traffic. Clearly, this is a sad, unfortunate event, and we don’t really know all the causative factors. This did not prevent the Burnaby RCMP from repeating the “helmet and reflective clothing” meme. We don’t know if a helmet would have helped this person (likely it would have, depending on whether the presumed head injury was to the area typically covered by foam), but there is no doubt reflective clothing would have done nothing to help this person.

What the RCMP did not suggest was that the City should assure infrastructure is safe for cyclists, be they helmet-wearing and lit up like a Christmas tree or not. One thing we know for certain is that the quality of cycling infrastructure is the best correlate to cyclist safety (much better than helmet use does).

Upon reading this story, I immediately went to Google Street View and saw the intersection where the accident took place. It is pretty ugly:

A tattered old set of curb-standard concrete barriers, yellow paint faded and tattered, a single sign in the middle of the lane (the main part of which is offset 90 degrees from the direction of travel on Esmond Ave). The barriers go right to the curb, where the offset sidewalk ramps are incomplete. Simply put, there is no safe route through this intersection for a cyclist. Could this crappy piece of infrastructure be at least part of the problem?

So I took a screen capture from Google, and tweeted away that perhaps bad infrastructure was more a part of this than a lack of reflective clothing. And as sometimes happens with Twitter: the message got out. (note, the first hint I got that the reporter wrote a story around my tweet was when I read it in my twitter feed – full circle!)

For a better, and safer, solution to the intersection in question, you don’t have to look any farther than south Burnaby where we have barriers like this…

…which serve the same purpose, but with better visibility, better sightlines, logical through-paths, and are also more attractive in the streetscape.

The City of Burnaby response in the story above is familiar for anyone involved in transportation planning (allow me to paraphrase): it’s been like this for a long time; we think it is probably OK; we don’t think anyone has had an accident here before; we will look at it again.” That last part is satisfying, but the rest sounds like the excuses often heard when a bad piece of infrastructure is pointed out. To many active transportation advocates, tragedy too often sounds like something used to elicit change, instead of something we should be actively trying to prevent through change.

This is why active transportation advocates have to keep beating the drum whenever we see a potentially-unsafe piece of infrastructure.

Consultation over desperation

Like many others, I have been watching the ongoing Pattullo Bridge roadshow with some interest. It is an interesting approach our City Council is taking on behalf of the livability of our City, and actually an example of leadership in the region

I have already written a piece about the City of New Westminster’s Reasonable Approach position paper on the Pattullo Bridge, and have done a bit of my own road show: going to various places around town asking people to send letters of support to the City. I have actually been pleasantly surprised by the reaction from residents across the City, as they seem overwhelmingly in support of limiting or reducing the traffic impact on New Westminster from any replacement or refurbishment of the Pattullo. The idea of tolling the Pattullo (or at least that of level regional tolling) seems to have the strongest support, as the data relating to increased traffic induced by the Port Mann tolls is clear to even the most pro-driving-in-traffic people (because even the most pro-driving-in-traffic people seem to be against other people driving in their neighbourhoods mucking up the traffic…. but I digress) .

However, some people are wondering why our city Councillors are travelling to other Cities to make the case. I will argue that the unfortunate quote of Councillor Puchmayr in the Record – “It’s a move of desperation” – both mischaracterizes what is happening, and makes the case for the real reason the City is expending this much energy. Even perennially-daft Rick Cluff understands, with the City’s Master Transportation Plan nearing completion, the Pattullo Bridge is the #1 transportation issue in New Westminster right now. It is important that we get it right.

The fate of the Pattullo Bridge will not be decided by New Westminster, it will be decided by TransLink in consultation with New Westminster, Surrey, and other stakeholders. It is very likely (although this is only speculation at this time) that the Pattullo Bridge replacement/refurbishment will be part of the package of projects that will be included in whatever major projects master plan the Mayors Council puts together for the TransLink Referendum. With New Westminster being a small fish in that relatively large pond, it is critically important that our small voice be heard, and our rationale explained clearly, to the entire stakeholder group in the regional transportation mix.

This is not the desperate act of a Council that does not have facts on its side. The Reasonable Approach document outlines how expanded capacity at the Pattullo does not address the problem set identified by TransLink, does not meet the objectives set out by TransLink for addressing the Pattullo Bridge, and is in opposition to every transportation and land use plan approved by New Westminster, Surrey, TransLink and Metro Vancouver over the last 20 years. It also details, with supporting data, the negative impact that making the Pattullo the “toll free alternative” has had on the livability of New Westminster and Surrey. It is a well-argued case, based on regional priorities and objectives.

The problem is, that paragraph I just wrote will never make it into Rick Cluff’s brain. It will never make it into the Metro Newspaper, or into the editorial pages of the Vancouver Province or the GlobalBC Newz. If the City of New Westminster wants the decision makers across the region to understand what the position paper actually says, they will not be able to rely on the media to deliver that information. They need to get the correct information into the hands of those Councils and Mayors who will be advising on the regional transportation plans. The media isn’t going to do that for them, not accurately, at least.

It may not be obvious to most people, but all of the Councils of the various Cities rarely get together to talk about each others’ issues. Yes, there are regional boards, organizations like the UBCM and FCM, and occasional issue-driven direct meetings, but in their day-to-day world, the 20-odd local government Councils that make up Metro Vancouver do not converse with each other, if only due to practicality of making it happen. City Councillors in Langley City have enough on their plate every week just managing the issues of their community, they cannot hope to be up-to-date on every issue in West Vancouver or Port Moody. The most likely way a Councillor in one City is made aware of issues in other Cities is through the media, or direct written correspondence sent between Councils (this correspondence, more likely than not, written by staff and responded to by staff).

New Westminster Councillors going to meet with other Councils directly in their own chambers during a public Council Meeting is unusual, but not unprecedented. More importantly, it allows New Westminster Council to communicate directly with the decision-makers in the adjacent communities without the filter of the media or staff changing (intentionally or not) the message that is being sent. As a bonus, these communications are as transparent and open as possible.

There is not better example of the perils of relying on the Media to relate the core message than this story of Burnaby Council’s reaction to the New Westminster meeting. The headline “Burnaby reluctant to support New West’s bridge proposal” would make any reasonable reader assume that Burnaby supports the opposing view (promoted mostly by the City of Surrey) that the Pattullo should be 6 lanes and untolled. However, the real story is that Burnaby felt New Westminster was being too reasonable in their approach, and should take a more extreme position of getting rid of the bridge altogether.

With this type of misunderstanding so easy to make, even between City Councils, I think it is a great idea for New Westminster Council to engage their regional partners directly. I imagine they recognize they are in for a bit of a debate at some of their stops, but that is the purpose of consultation.

Far from “Going it alone”, the City of New Westminster has taken the problem set agreed to by all parties, used TransLink’s own data, compared the various scenarios to the Regional Growth Strategy, the Regional Transportation Strategy, and the Master Transportation Plans and Official Community Plans of our neighbouring communities, and arrived at a reasonable approach that protects the livability of our community, saves the regional taxpayer money, and provides some of the public transit funding that Surrey so desperately needs, then personally delivered this analysis to all of the regional partners to discuss it and hope to seek a common understanding.

You can call it an act of desperation if you want, but I see it as an act of rational, pragmatic, and collaborative local governance.

This is a really good document.

I don’t want to go through the many reasons why I agree with the City of New Westminster’s position on the Pattullo Bridge, because I have said it all here before. For those new to my blog (Hi Tiffany!), there is a longish summary here.

If you really want the background from my viewpoint, you can read this, or this, or the two-part piece I did comparing the Pattullo to the Lion’s Gate that is here and here, or maybe look at this or this, or any of the other hundred posts about the transportation situation in our dear city I have slogged through over the last 5 years. But this is not about me, this is about the City of New Westminster finally laying their cards on the table, and in doing so, showing that they are holding a hell of a good hand.

New Westminster is clear that anything larger than a 4-lane bridge is undesirable. Surrey has stated that they prefer a 6-lane bridge. The difference, as explained in this 40-page volume put together by the City of New Westminster, is that the problem set which was agreed to by all parties (New Westminster, Surrey, and TransLink) more than a year ago does not support the building of a 5- or 6-lane bridge. Also, those larger options come with costs, both monetary costs that could be better invested in Transit South of the Fraser, and livability costs on New Westminster.

You can get the gist from reading the 4-page Executive Summary, and I think anyone interested in the topic of traffic in New Westminster and/or the future of the Pattullo Bridge really needs to read those 4 pages before commenting at length about New Westminster being “NIMBY” or “parochial” about this topic. I’m including you, Mayor Stewart. However, there are rewards for digging deeper into this position paper, because it actually provides data to back up its assertions.

After a review of the consultation and planning process to date (reminding TransLink once again that they don’t have a bridge-too-small problem, they have a bridge-too-old problem), the City lays out the case that there is no need for increased capacity as the problem is solved. To back this up, they demonstrate that the traffic volumes on the bridge were stable, or even declining until tolls arrived on the adjacent bridge, and the Ministry of Transportation started installing signs telling people to drive through New Westminster to save a few bucks.

The City is also right to point out that the number of crossings of the river is increasing at such an (exponential?) rate that it is hard to rely on any modeling of actual or projected growth until new patterns establish themselves. I tracked the crossings back to 1900, they stuck to the more recent data:

I didn’t even ask permission to crib them from the report. 

Despite the rise in crossings, people still argue that more lanes are required to facilitate growth. I have heard Vancouver used as an example of growth not requiring more roads, but the City decided to look at the Richmond example, pointing out how it paradoxically grew by more than 50% since the last time there was any significant bridge construction (with the notable exception of the SkyTrain Bridge!)

but hey, i’m a taxpayer, so I paid for the report. 

In Sections 3.3 and 3.4 of the report, it is demonstrated that the building of a higher-capacity bridge is not supported by TransLink’s own Regional Transportation Strategy or the Regional Growth Strategy, and in fact counters those strategies by inducing development that is counter to the region’s goals. If any part of this report is weak, this is it, only because the City seems reluctant to toot its own horn. So I’ll do the tooting here.

New Westminster has the second-highest “alternative mode share” of any city in the Lower Mainland, second only to the City of Vancouver. This means that New Westminster residents are leading the region in finding alternatives to driving cars for their work commute, for shopping, or for school. New Westminster is building the compact, transit-oriented, pedestrian-friendly City that is outlined in the regional transportation and land use plans.

When Surrey says New Westminster is being intractable and a terrible regional partner, the point needs to be retorted, firmly, with bold print, underlined and in contrasting colour: How is doing exactly what our regional partners have agreed is the best course an example of being a bad partner!?! It is time Surrey started looking at their own choices: utterly failing to protect farmland; continuing to build unsustainable auto-oriented neighbourhoods; for continuing to threaten the livability of the entire region. When is the region going to start to question Surrey about the ways it is falling short in the “regional partner” relationships department?

This is why the City of New Westminster is taking the “Reasonable Approach” of asking TransLink and the Province to take the money that is being set aside for the Pattullo Bridge replacement, and invest it in helping Surrey meet its regional commitments.

I am also happy the City took a direct approach to the “Killer Bridge” stigma of the Pattullo. I have written about this meme and its accessory suggestion that the Pattullo must be replaced because it is so dangerous. The City effectively demonstrates this is not the case, and once again relies not on hearsay or platitudes, but the actual numerical data:

So I don’t feel bad having lifted them, at least I’m citing them.

The New Westminster report then goes through a comprehensive discussion of the preferred options, and touches on a number of aligned issues in the region and the City. This includes the current hot-button topic of truck impacts on New Westminster streets. On this topic, the report pulls out this provocative quote:

“It is of interest to note that on the other side of the Fraser River, the issues of truck traffic appear to have been substantially addressed. An article in BC Business reporting observations made by Jim Cox, then-CEO, Surrey development Corporation, noted ‘Cox gives full credit to Watts and her big-picture vision, such as changing the name of King George Highway to King George Boulevard, and creating South Fraser Perimeter Road to divert all that ugly truck traffic away from the heart of the city, making the streets walkable for the first time in Surrey’s car-loving history.‘ It is also worth noting that the costs of the South Fraser Perimeter Road have been covered by the Province.”

At the same time Surrey is touting the removal of trucks from it’s neighbourhood streets on the Province’s dime, it is advocating that the Province spend more money to put those same trucks on New Westminster’s neighbourhood streets.

I also liked that New Westminster included a statement on building a well-designed bridge, reflecting its importance as an icon in our skyline and a major piece of infrastructure in the middle of an urban neighbourhood:

“If a new structure is to be built, it should be the subject of an architectural design competition in which the cities of Surrey and New Westminster are full participants. If a rehabilitation option is chosen, attention should be paid in the design and maintenance processes to improve significantly the present appearance of the
bridge.”

And yes, the City of New Westminster has come down clearly and firmly in favour of tolling the Pattullo bridge, both as a revenue generator to pay for the replacement of refurbishment, and also as a “leveling of the playing field”, to end this unfortunate phase where our neighbourhood streets are deemed the cheap alternative to paying for road infrastructure through tolls.

Even better, with flat growth of traffic and tolls on a refurbished 4-lane or new 4-lane bridge, there will likely be no need for senior government money to build the project. As the Report summarizes:

“As the Pattullo Bridge Strategic Review indicated that the rehabilitated 4-lane option and the new 4-lane option can be self-funded through tolling, there is the question whether senior government funding is necessary if one of these options is selected. The reality is that public money that is spent on the bridge will restrict the ability to fund other much needed projects such as the Light Rail Transit (LRT) system within Surrey. The City is supportive of reallocating capital cost saving from a rehabilitated 4-lane bridge project or a new 4-lane bridge project to the much needed rapid transit system in the City of Surrey.”

So in summary: The City of New Westminster does not care if the Pattullo if refurbished or replaced, as long as it is tolled, has no more than 4 lanes, and is build in such a way that respects the urban character of the neighbourhoods and the importance of this structure to the region’s history. Not just because that is what the City wants, but because that solution fits the problem analysis best, saves senior governments money, meets regional goals, and reflects the values of our regional community in 2014. Compared to this well-assembled, well-supported, and comprehensive analysis, Surrey’s completely unsupported “More Bridge now!” argument is embarrassing.

Now to my major point: TransLink is stuck in neutral, Surrey is lobbying senior governments, and the Minister of Transportation sounds like he is listening. New Westminster has now presented a solid case, and will be taking this forward to those interested parties. The City needs your help. Get this report to your Residents’ Association meeting and get them to write a short letter of support to Mayor and Council. Are you active in the PAC in your local school? Ask then to also write a letter of support, and ask your school board to do the same. I hope the Downtown BIAs and the Chamber of Commerce, and even my friends at the NWEP can also get a letter together ASAP and show that this position is not that of a few people on Council, but is the position of a united, involved, informed, and proactive community.

TransLink cancelled the consultations that were supposed to be occurring right now in New Westminster to discuss the future of the Pattullo, but let’s make them hear from us anyway.

Tower Sold

At yesterday’s council meeting, the annual “State of the City” address by Mayor Wayne Wright and the 2013 Highlights and Accomplishments review by CAO Lisa Spitale were overshadowed by the announcement that the office tower on top of the Anvil Centre has been sold.

For people not paying attention, The Merchant Square office building is the 137,000 square feet of LEED Gold Class-A office space being built next to the New Westminster SkyTrain station. When the deal between the City and the UpTown Property Group (who were supposed to build and own the office tower) went south around last year’s election, the City made the bold choice to go ahead and build the tower itself. To the chagrin of some.

At the time, there was much speculative financial discussion on the internet about what the different aspects of the Anvil/Merchant Square cost, and where that money was coming from. Using the City’s info at the time, I drew these two sandwiches:

As all of those were budget projections from three years ago, they can now be updated based on the new data released yesterday, (and please note, I have not had much time to look these over – so all the normal short work caveats apply) with a new calculation of the “shell cost” vs. the fit-out cost of the tower, and can include the cost of selling the tower:

The sale of the tower will cover the top bun of the sandwich. The deal put the cost for fit-out of the building on the purchaser, so the taxpayer is off the hook for that. The most important part of this is that all of the money the City borrowed from its Capital Reserves (budgeted at $33 Million, turned out to be $30 Million) to fund the construction of the tower will be returned to the reserves. The clear point made by City staff: No taxpayer money went into building the tower.

The Casino funds will still pay the $41.5 Million for the Anvil construction. The cost of listing and facilitating the sale is about $0.5 Million, and that will come out of the proceeds from the sale.

The parking structure cost $12.5 Million to build. This will be $1.5 Million from Casino funds, and $6 Million from the proceeds of the sale. The rest will need to be debt-funded from the Municipal Finance Authority. The short version is that the City is spending $5 Million to build a $12.5 Million parking structure. The Office Tower tenants will have first dibs on the parking, but will pay the City, at full market rates, to use it. That revenue will be used to pay for the parking structure. The new revenue sources look like this:

More importantly, the City will receive tax revenue from the 137,000 square feet of office space (estimated at $50 Million over 50 years), they will keep the revenue from the restaurant and coffee shop leases, and all of the spin-off economic benefits of having an office tower with 500+ workers downtown, and we got a spectacular Community Centre out of it all.

Sounds like a good deal to me.

Why Delay? Why Now?

This has me perplexed, and disappointed.

POSTPONED: Pattullo Bridge Review Consultation

TransLink is deferring announced public consultation regarding the Pattullo Bridge, which was to begin next week. This deferral will allow TransLink time to work with the Mayors’ Council on Regional Transportation to respond to last week’s request from the Province that the Council work with TransLink to develop a plan for transportation in the region. As the Pattullo Bridge is one of the key priorities for the region, TransLink needs time to confirm with the Mayors’ Council how options for this project will fit into the regional plan, which the Mayors have been asked to deliver by June 30, 2014.

TransLink anticipates completing this work as quickly as possible and commencing Phase 2 public consultation of the Pattullo Bridge Review later this spring. We apologize for any inconvenience.

This is perplexing, because it is so very wrong, and threatens the integrity of the consultation process that has been taking place for the last two years.

The purpose of the Pattullo Bridge Consultations, according to TransLink is to:

“review and evaluate alternatives to rehabilitate or replace the Pattullo Bridge, and to determine a preferred alternative that meets the needs of communities connected by the bridge, as well as the broader region served by the bridge.

The last round of consultations took place in June of 2013, and TransLink brought to our communities a list of 25 options, ranging from complete removal of the bridge to a myriad of refurbishment, twinning, replacement, and relocation options. They had already “shortlisted” 6 options as meeting their declared objectives and warranting more discussion. They were sent back to their Sapperton Offices with comments (including some strong opinions that a few of the “not-recommended” options might require some re-consideration), presumably to apply some engineering and costing to the options to further evaluate their suitability.

At the time, they promised to be back in New Westminster in October 2013 with a refined list of alternatives, and for a preferred alternative to be offered in January 2014.

We are still waiting for that first meeting. Delays happen, I recognize. Some of the delay may be the fault of New Westminster asking for more time to work within the Master Transportation Planning framework, the group has sought further input from Coquitlam about alternate locations, and TransLink has been, for lack of a better word, distracted of late.

However, I encourage you to look at this diagram from the 2013 consultations:

See the pointy bottom of that pyramid? That is where, after extensive study and consultation, the alternative that “best meets community and regional needs” has been determined. Right below it is the next step: “review in context of other transportation priorities for investment and funding”. That sounds an awful lot like reviewing “how options for this project will fit into the regional plan”, which is what we are now awaiting before consultation can come back to the City.

Somehow, the Pyramid got mixed up.

I am disappointed, because I know what was coming to us for consultation, and it was exactly what we might expect coming out of the earlier consultations: the 6 options that were shortlisted in the earlier phase, with three of them eliminated from further analysis:

Gone: the rehabilitated 3-lane bridge, the rehabilitated 4-lane bridge, and the Coquitlam alternative.

Remaining: a new 4 lane bridge in the same spot, a 5 lane bridge with the outside lanes connecting directly to the SFPR, and a 6 lane bridge with the outside lanes connected directly to the SFPR and including some local road widening in New West.There are rumours of an extremely unlikely tunnel under Royal Ave.

The plans were completed enough that they were presented to the City of Surrey’s Transportation Committee this week and tweeted out by various participants.

If we know the plans, if the detailed engineering analysis we have waited 7 months for has been done, if information has already been leaked out, if the rooms are already booked, why, at the 11th hour is TransLink changing the consultation game? How does this help the credibility of an organization that (in my opinion) does great work with limited resources but is suffering a bit in the public relations department right now, and has done and excellent job (after a rocky start) at making this consultation process public, open, accessible, and accountable?

The future of the Pattullo Bridge is the single most important transportation issue in New Westminster today. Every other transportation issue from truck traffic overload to pedestrian safety is related to it. The Pattullo’s future will impact how and where our City will grow, and how we will apply our Master Transportation Plan to continue to develop one of the most “alternative-mode friendly” Cities in the region. Delaying these decisions does a disservice to the City TransLink now calls home.
